I bought a Harbor Freight 67697 compressor to replace a unit on my Sanborn 60ga. The Harbor Freight does not have a small port for going to the pressure regulator.

Only has the large port for the tank.
I am not sure how to hook up the regulator.

Just to be sure, you are talking about the compressor air pressure regulator – and NOT talking about the compressor pressure switch?
If you are asking about the regulator, then I’m sorry, I don’t understand the question.
The regulator can be installed anywhere in the discharge piping leading to the connector or fitting onto which you attach your air line, and further, it’s useful to have a regulator installed near where the compressed air is being used to reduce air pressure to the lowest pressure level at which the air tool will do the work satisfactorily.

I think I see your problem.
The original pump had two exhaust openings, and this has only one.
Just add a tee wherever it’s convenient, but between the pump output and the check valve. Connect the unloader (bleeder) tube to the tee.
You’ll want to plan this in the least complicated way as pipe and fittings are not cheap.
