XAS-65 Will not run past idle

I have a 1990 XAS-65 DD with a duetz diesel F3L1011 engine. It runs at an idle and shuts down as soon as a higher RPM is required.

I believe there is air getting into the fuel system but cannot determine where it is coming from.

We tried changing the fuel filter to see if it was restricting fuel flow but it still does the same thing.

A few years back we had changed the fuel line up to the injectors with clear tubing. I can see air bubbles in these lines. For the life if me I cannot seem to figure out where this air is coming from.

If the fuel system had an air pocket in the fuel pump or filter wouldn't the engine not run at all? And wouldn't the air eventually work its way out?

Looking for some guidance as to what to look for.

XAS-65 fuel bubbles

"If the fuel system had an air pocket in the fuel pump or filter wouldn't the engine not run at all?"

Probably not.

"And wouldn't the air eventually work its way out?"

Probably.

What size bubbles? Enough to cause fuel-free spots in the line? Or little fizz bubbles? Do they move fairly quickly? Anyway, unless they're big or not moving much, don't think that's a worry.

You changed fuel filter, how about air filter?

Can you rev the engine manually? When air is in demand, does the linkage move?

Please try to answer all questions and we can go from there...
