I have a 60 gal. Sanborn compressor. I am unable to drain it.I removed the petcock and the compressor still holds air pressure.

How can I unclog it ?

Clogged Sanborn tank drain

That you have removed the drain valve and nothing comes out indicates the possibility of a number of things.

1) You really want to have at least 15 PSI or so of air pressure in the tank when you open the drain, as air pressure inside the tank helps blow out debris. You say the tank has air. What pressure?

2) Wearing a glove, and with 15 PSI of air in the tank, use a wooden pick long enough to reach through the drain to the inside the tank, carefully probe up into the drain hole of the tank drain and into the tank. It is quite possible that a tank that hasn't been drained in a while has dried crud in the bottom of it, and it has plugged the drain.

Success?
