Overloads on Automatic Restart

I have a Central Pneumatic 90234 compressor which I left at an unsecured storage facility. When I recovered it and tried to use it, it would not shut off.

I removed the pressure switch cover and backed off the pressure adjustment almost 2 full turns and now it runs from empty to 115 psi and shuts off properly.

The problem is when the pressure drops to about 85 psi and the compressor tries to automatically restart, it labors and overloads. If I drain the tank completely it refills without a problem, but it will not restart when partially pressurized.

Can you please suggest a solution? Thank you.

Auto restart at 95 psi, but labors (slow/weak) and after a few moments, it locks up (I can hear the electric buzzing under load, but nothing more), or it blows the breaker...
