Low RPM when turned on.

Slow start, high current demand. After a number of tries, the motor comes up to speed. The question remains, is it a bad start cap or a bad run cap, or both?

Not much information here to work with, none! Model, serial, Brand would be nice! Picture would be amazing!!
Sounds like bad start capacitor when the motor does not want to start but runs ok when it does finally get past the start curve and ramps on up. If it were mine, I would replace them both, or how many it has?
