Kobalt VT6362 60 gallon stationary air compressor motor not coming on.

I bought a Kobalt VT6362 60 gallon stationary air compressor from an auction a year ago. It set in my garage for a year before I hooked it up.

The motor on the compressor is a 3.7 HP, 230 volt motor. When I turn it on I get nothing.

I have used a multi meter and I am getting 230 volts to the switch and to the motor, but the motor still doesn't come on at all.

I checked the belt and the motor and pump moves freely.

I can hear the pump moving up and down so I assume the problem lies within the motor.

My reset button is pressed in.

I assume if it is tripped, it should be in the out position.

After reading some of your tips on troubleshooting, I believe I may have a bad capacitor or capacitors.

My question is, is there a way to use the multi meter to test the capacitors on the motor?
