4B227C won't shut off.

I Have a Speedaire 4B227C compressor. The cutout switch doesn't seem to be operating properly. Pressure runs up to 140 psi. I switch it off manually at this point.

Is there a way to adjust cut out pressure to 135 psi as per spec sheet?

Look at this: https://www.about-air-compressors.com/pressure-switch.html

The pressure switch on yours may be fixed, and need to be replaced.

On the other hand, many are adjustable.

Usually, there's a recessed screw on one side of the switch holding the cover down.

Underneath, there may be one or two screws, and generally a tag telling what the screws are supposed to do.

If you choose, try adjusting one or the other screws - a quarter turn is usually enough to get some change. You'll need to experiment to get it right, be patient.

Also, be careful, you have dangerous voltage exposed.
