Won't shut off

It is very slow at building pressure and wont shut off.

Two issues here, hmmm? One is that your compressor is slow to build pressure, and the other is that it won't shut off, is that correct?
When it's running, does the pressure ever get to the cut-out pressure level? If it does, and the compressor keeps running, then you've got a problem with your pressure switch, and it should be replaced right away.
Regarding the problem with it being slow at building pressure,that could be a bunch of things.
Don't use an extension cord for one, or if you do, use a thicker gauge one.
Is the intake filter clean?
Is the tank drain valve open a bit, or at all?
