Whining noise from compressor tank

My air compressor makes an annoying whining noise whenever I use a pneumatic tool when the tank is full. As the tank looses pressure, the noise goes away. How can I get a full tank to operate quietly?

Kidding aside, I take it that the compressor has reached cut out pressure level, the motor has stopped, you have a full tank, and you are starting to use air?
If the motor is not running, all I can think of is that you have an obstruction of some sort in the outflow or perhaps into the regulator that is resonating at higher pressure, but stops when the pressure drops.
If that is the case, removing the obstruction or, perhaps, replacing the regulator might do it, but I can't be sure, as I would think this might cause a whistle rather than a whine?
I sure could use some help here if anyone else has had this problem?
