Westinghouse 3YC compressor - pressure builds to 25 lbs and runs and runs!

Westinghouse 3YC compressor.

I took the valves out of both sides of the heads. All the springs are intact. The springs on the high pressure side look loose .

There is a oil leak at the bottom of the high pressure piston housing and around one of the bolts holding the low pressure piston to the housing.

These are small.

Air is pushed in and out of the filter when it runs but not forcefully.

This compressor is about 55 years old.

Changed oil and filled to level. Drained small amount water from bottom.

Tune-up or overhaul?

That all sounds pretty normal for an old compressor.

Not sure, but seems like there'd be a check valve between the cylinders, and if that's stuck could cause some of that.

You'd probably to do well to get the manual, and maybe just go for a rebuild kit.
