Unloader Valve Problem

I have a Campbell Hausfeld 13 gallon air compressor, model #WL604004AJ. The unloader valve (part #CW00800AV) dumps air 90% of the time. I installed an auto drain system that tied into the line from the unloader valve, but the autodrain failed so i removed it and replaced the line from the unloader valve to the tank. I've removed this valve and examined it, but it appears to be intact. Do you have any recommendations as to why this valve dumps the air most of the time, causing the air compressor to cycle exessively?
