Tank won't repressurize.

When I start the compressor completely empty of air it pumps right up. After depleting some of the air and when the compressor needs to repressuize the tank it doesn't seem able to overcome the small amount of pressure already in the tank and the circuit breaker trips.
I was thinking it is one or both of the capacitors but someone else suggested that it could be a clogged relief valve. I am not an electronics type.
It is a model 2Z499B. According to the Speedair website the 'B' should not be there. It is a 2 cylinder with a horizontal 20 gallon, or thereabouts, tank. No idea of its age.

Hi Robert...

Go to the site map page, click VALVES, and then click UNLOADER VALVES.

I think that your unloader valve isn't working properly, and this is overloading your motor on start up.
