speedaire 1NNF6 compressor turns on and right back off

Picked up a relatively brand new compressor that when you turn it on it starts very slow and then trips the breaker and turns off. There are two valves on the switch.. one is the normal "manual" bleed valve... but on the other side is another valve that opens as the compressor kicks on and bleeds the pressure. Please not that the tank as "0" pressure built. Also not that the oil site glass has oil up to the bottom of the red dot which is the add mark. What is causing such a load that is tripping the breaker?
I have an old speedaire that is the same type just older model and it just contracted the same issue... what do I need to do starting with the new compressor?

Sean, I think you lack voltage or amperage to run your compressor.
Make sure that you aren't using an extension cord, and that nothing else is turning on and drawing power from the same circuit as the air compressor is on, when it's trying to start and run.
