Einar... is there no air regulator in the line to the tools and fans? An air regulator can be added to any air line where you need to reduce the pressure to the application. If the air regulator is working, regardless of the upstream supply air pressure, the regulator will knock the pressure down to a safe level for the tools and fans.
If you want a safety circuit to dump air in the event there is an over-pressure (maybe the regulator failed?) here's what I would consider.
I would put a pressure switch / transducer / sensor in the line running a 3/2 solenoid valve big enough to handle the flow.
It would set so that if the pressure spiked, the switch would signal the solenoid valve to shift, supply air to the application would be shut off, and downstream air dumped rapidly, through a muffler, to atmosphere. The tools and fans are now safe while the high-pressure issue is resolved.
I hope this is something close to what you are trying to do.
