ridgid twin tank compressor wont start

when i plug it in and turn the on button ot makes a sound like it is about to startbut then nothing. any clearity would be very helpful.

Any air in the tank? Open the tank drain, make sure tank pressure is zero, close the tank drain, and try a restart.

Any change?
