how do you set back to factory settings

Dale, I am going to guess that by the regulator, you mean the spring on the threaded rod inside the pressure regulator?

Do you know what the original settings were? What is the reason that you need to modify them further?

It's trial and error, I'm afraid.

If it's the cut in pressure you wish to adjust, bleed the tank to note the pressure level where the air compressor kicks on. Let it fill, and note where the pressure cut out level is.

Turn one of the two nuts on the springed threads a quarter turn, and bleed off air until the compressor starts.

If the cut in pressure level hasn't changed, watch the cut out level to see if it did. Whichever one changes, that that's the adjusting nut for that setting.

Adjust to suit, though I would not, normally, recommend you change the factory settings, ever.
