Question about gauge

Does the gauge on a regulator typically measure psi or psig?

The gauges one would typically use are PSIG, which stands for PSI gauge.

This means that the gauge display is set to zero, even though the "tank empty" pressure is really close to 14.7 PSI, which is one atmosphere.

If the gauge is to show the actual pressure, then it's a PSIA gauge, which stands for PSI Actual.
