pump binds up at 15psi

older sears compressor 919.158221--when it hits 15lbs the pump binds up --when I release the pressure the pump wheel is free and easy

Unless the pump is pooched, or the motor is, then the first thing that comes to mind is the check valve into the tank. If, somehow, the back pressure created by 15 PSI in the tank is preventing that check valve to function properly, the back pressure in the line to the tank might stall the pump.

Check out the check valve first, then let me know. Make sure you dump the air before you open the lines.
