I was able to determine that for your Porter cable 2005 type4 the approximate Cut-in Pressure is 120 PSIG and the approximate Cut-out Pressure 150 PSIG.

If the PRV is letting go at 130 PSI, then it's pretty much got to be the PRV itself that has been compromised.

You replaced everything but the tank check valve. That included the PRV I guess?

That being the case, either the PRV you acquired has a different cracking pressure from the original, or whatever is affecting the original PRV is also affecting the new one.

Make sure your tank is drained completely. Remove the tank check valve and clean it.

Remove the PRV and rinse it in a solvent.

Reinstall and test. Any change?
