One gallon cage compressor has output regulator problems

I just purchased a new small compressor which is set to shut off at 125 lbs psi.
It has two gauges. The compressor shuts off okay at 125 psi, but I cannot seem to set the regulator properly.
I would like to use the compressor for filling car tires, a Brad nailer gun, and for blowing out the water lines at our trailer.
The manual says to turn the regulator knob counterclockwise to reduce the output air pressure and clockwise to increase the output air pressure.
I cannot seem to set the regulator to an exact air pressure output. I had the manufacturer send me a new output regulator and air gauge but I still am unable to adjust it properly.
I want to be able to adjust the output air pressure at approximately 40 lbs psi or lower. If the output gauge is defective how do I tell for sure?

The first gauge shows the pressure in the tank, and the second gauge shows the pressure level you have set for the downstream pressure.
When you are attempting to set the downstream pressure to your desired 40 PSI, what is the pressure level in the tank? If the pressure in the tank is not higher than the desired downstream pressure setting, you can turn the regulator knob until you are blue in the face, and nothing will happen.
Assuming that the compressor has reached cut out pressure, and the gauge is reading 125 PSI, what is the gauge on the regulator reading?
Is it the same pressure as the first gauge?
Give me this info and perhaps I can suggest what is going wrong. It is not likely that both regulators have failed, so it's something else, I'm sure.
One last thing, check to make sure that the adjustment knob on the regulator is actually connected. By that I mean push it up and/or down to see if it moves. Some knobs are designed to be de-linked to the adjustment knob inside by pulling or pushing on them to help prevent tampering.
