Not starting

When power is turned on the electric motor only turns about 500rpm. I took the belt off to eliminate the air pump as the problem. it is 200v 5hp electric motor. 3 wire 220. pump had not been used in a couple of years.

Bill says...Hi Eric. When you took the belt off, did the motor RPM increase?
If it did, and ramped up to normal RPM, then it's the drive train of the compressor that would be the problem.
If after removing the load the motor still doesn't rotate properly, then it would be the motor that needs checking out.
