Not building enough air pressure

Model #919155731 25 GAllon 3 1/2 horse power it is building only 10-20lbs of air. Could it be the regulator? Or the Diaphram in the regulator?

No, the regulator doesn't have anything to do with the amount of air that the compressor builds. The regulator only controls the pressure of the air to the downstream air application. You might want to have a look at this page on regulators for more info.
