no pressure building up except pulling up on safety valve

No tank pressure, no air leaking, compressor runs constantly. has good pressure if you pull up on safety valve but only for 10 seconds. What is the likely problem. if i put my finger over air intake with the filter off it draws my finger to the port but not real hard. Not sure how much suction is supposed to be there.
