Nanjing rotary screw air compressor it compressed excessively

I have installed a Nanjing screw air compressor, made in china, it starts running ok but after 45 second it compressed excessively, and the belts temperature rise. I disconnected the discharge line to the tank and this doesn't happened.

what else can I do, I have noticed there is a solenoid valve on the top of the air/oil filter, and it's line is connected sidewards of the admission.
