my air compressor shuts off at 80% instead of going all the way to 100%

Amanda, the device that turns the air compressor on and off is the pressure switch.

Can you tell from looking at the pressure switch on your compressor if it is tripping off when the air compressor stops?

Or, can you put a multi-meter on the power line from the switch to the motor after the compressor shuts off, to see if the compressor is off even when power is flowing through the switch to the motor.

I am thinking it is your pressure switch that has the problem, but more diagnostics are necessary to be sure.
