Motor over load

I have just picked up a used 3Z497 2 stage unit.
It is wired 460 volt and upon initial start up in my plant it was tripping the motor starter overloads.
I changed to the next size heavier overloads with the same result.
The company who sold it to me sent down another pulley and to reduce the load on the motor.
Still tripping.
I am pulling 16 amps on a motor that is rated at 13.7 FLA
My desired pressure is 130PSI.
This is a 10HP motor (Cannot tell if it's the original motor or not.) The motor appears in good health.
Is this unit under powered?
Bill says...Jon, it the motor is pulling more amps than the circuit can handle, and the compressor drive train is in good condition (not overloading the motor through some mechanical fault) then maybe motor HP is an issue.
Who made the unit originally, and can you go back to them to find out what the original motor HP was?
