I am working on a 60 gal 6 hp Devilbiss air compressor and I replaced the start capacitor and the running capacitor and it still isn't working I'm am getting 240 volts to the motor but it's still not running. Is the next step rebuilding the motor?

Rebuild the motor?

Maybe. Check the brushes - sounds like they may be shot or stuck away from the commutator.

If you disconnect power, and measure (ohms) across the motor terminals, it should read near short. If open then brushes or motor windings, the latter being rebuild time.
