Hey, Peter, there's no need to shout! :-)

If the regulator is installed with the air flowing through it in the right direction (look for arrows) and if the air downstream doesn't have a higher pressure than the regulator setting, then air should not blow out of your regulator.

If it's installed corrected, and air is leaking, then get a new one.

I notice the same problem and and everyone seem to think it was ok, I figured this couldn't be right, it would stop leaking by turning the knob counterclockwise, so they figured it was cured, now I know to replace regulator.
