Low outlet pressure

Gauges have no reading. No apparent leaks. Tank appears to be holding pressure because I can bleed off the pressure with the safety valve. I have drained the water from the tank and changed the oil. The oil was milky.

David, that there is no reading on either the tank gauge or the regulator gauge suggests that even though there is a small amount of pressure buildup, there's not enough to change the gauge display.

Or, both gauges are rusted solid inside and cannot move.

Or, have a look at the troubleshooting page "No air out of hose" for things to check. Post a comment with your findings, if you would.
