Kobalt KLA1581009 compressor will not start, only clicking of solenoid

I have a Kobalt compressor and it has been having some intermittent problems of not wanting to start. This time only the solenoid on the bottom of the regulator assemble is clicking (coming in and out). There are 2 solenoids and only one is clicking. It has solid state control card and user manual is not helpful. Any suggestions will be appreciated.

It were me with this problem, and assuming that I'd checked and was getting power through the pressure switch to the motor when the tank was emptied of pressure, I'd get the motor capacitor(s) checked out.

Unfortunately, this compressor does not appear to have starting/running capacitors. I know the unit has power but suspect it may be a problem with the control board. No pneumatic schematic in the worthless piece of paper they call a manual.
