kobalt 2hp boggs on restart. Trips breaker

I bought a small kobalt 2hp - 60 gal unit slightly used for garage. The belt was loose and slipped on restarts. I thought it was bad adj but now am certain the slipage was to let the motor start. I replaced the worn belt and it started tripping breaker every restart. Replaced check valve. Nothing. Still not unloading. It works if I pull the unloader and trip it manually until the compressor is running at speed. So today I put a new mdr11 in it thinking the bellows/diaphram was bad in my switch. Same problem. Will not unload. Trips breaker. Any thoughts? Thanks
