kellog 332 compressor - lines that go on top of the head towards the back of compressor are disconnected

I recently purchased a Kellog 332 Air Compressor with a 12 horse power Kohler engine. Two of the lines that go on top of the head towards the back of compressor are disconnected. My question is this does this, once the compressor reaches full pressure how does it cut. I noticed that this compressor does not have an unloader valve where the line enters the air tank. Any information will be truly appreciated.
