Is compressed air pipe size adequate for this situation?

2 inch pipe distance 100m air flow not stable

At second floor there is One unit dessicant dryer (does not have N+1) 2 inch pipe 6.5 bar (with a local receiver tank ) 400 to 440 cfm
about 100m distance from two unit 100 hp air compressor, with another unit stanby at ground floor pressure unstable. dessicant dryer is model DN 400 from Donalsdon , is the pipe size adequate?

2 inches should be plenty big enough.

You speak of both air pressure and flow.

Sounds like you have the entire system at 6.5 bar.

With 400cfm flow, you will see pressure drop (due to turbulence and friction in the pipe) to perhaps 6 bar or so.

The flow and pressure will vary as time passes with the receiver emptying and the compressor cycling.

If you need more consistent flow at the end of the pipe, you need to add a regulator near the load and increase the pressure somewhat so the regulator can do its job.
