IR 2475 compressor won't restart when the air leaves the tank

Hi, my IR 2475 7.5 hp (80gal) compressor won't restart when the air leaves the tank...

It recycled at first, but now it won't turn on again when the air leaves the tank.. I have it wired correctly going from a phase converter and it all worked the first couple times, but now it won't restart when the air leaves... I've got the timer valve on, doesn't seem to do anything, but bleed the tank at the intervals I set it to... Is there something else I can check to make it build back the pressure loss?

Well, that's a firly nebulous description, but my first guess would be inverter failed.

You should have 208 or more volts across any two of the three conductors - True?
