I'm fairly sure if this is normal, but just in case...

Basically, I'll have my regulator set to about 20 PSI, and then I'll let the pressure escape through my blowgun, and the needle on the regulator drops down to zero, and the air pressure seems to be very low. Also, I noticed that every time i press my blowgun it emits a quick burst of air (at the desired pressure I believe) and then settles to the lower pressure. If i have it on 80psi it will go down to 60 when i'm releasing pressure through the gun. What's the problem here? If there is one...

I'm not sure where the problem lies? When you open an air line to atmosphere (blowgun) it very rapidly bleeds down the existing air pressure in the compressor tank.

When the compressor tank pressure reaches cut in pressure, the compressor should start, and begin to build up air pressure in the tank.

Unless....

Unless the compressed air is escaping faster than the compressor can keep up with, in which case, your tank pressure will keep dropping to zero, and your compressor will keep running.
