Not clear what you're saying there about the hose - you mean the hose that attaches to the scavenge pipe and goes to the intake side of the screw?
If so, then yes, there is pressure at the end of the scavenge tube, so air and oil would come out at the other end, on its way back to the screw.

Regarding the blockage, make sure the pipe is not too close to the bottom of the separator element - cut it to a 45 degree angle to help prevent it from sticking to the bottom.

Hi i had trouble with scavenge pipe blocking so changed both filters the seperator one and the compressor oil one.it ran fine the first few times used then started pouring oil out again.scavenge pipe is clear but when i took the small hyd hose of other end of scavenge pipe and turned it over there is oil and air blowing out this.should this not be suction??? What may the problem be?

Collapsed separator, separator that needs changing, plugged scavenge line, over-full, over temperature, minimum pressure valve failure, just a few reasons.

Often due to separator needing maintenance.
