Husky T63BXCLP1398 motor slows down during pump up

Husky 30 gallon upright, model

T63BXCLP1398,with 2 hp Emerson motor on 120 volts.

Motor starts up, builds to approximately 35 psi and motor starts to slow down.

The pulley and motor shaft starts to get extremely hot to the touch.

Runs good with air tube from motor to tank disconnected or belt off pump pulley.

Have replaced start and run capacitors, No change.

Replaced motor with new motor, no change.

Now that you've already checked / replaced the caps, which would be the first thing I'd check, the next thing is to check that the tank check valve air flow free flows into the tank.

Remove it (empty tank with power off), blow through it, clean it if necessary and replace it.

If that doesn't do it I would surmise a valve the cylinder head is going.
