Chris, the motor plat should tell you the RPM of the motor, and the sheave sizes will tell you if it's a direct one to one, or if there is pump speed increase or decrease from the drive.
Yes, there should be a check valve in the line from the pump to the tank. It is common for that check valve to be part of the fitting that goes into the tank.
