Fuse keeps blowing on startup

I have a clarke 3hp 200litre 16cfm, single phase compressor, its a good few years old. It has a white box fitted in the circuit before the pressure switch, this also has to be turned on to start the compressor.
When we first got the compressor, it blew a fuse every now and again on refilling the tank. but has got comparitavly worse and now blows a second after startup.
When the compressor does/did work, the motor would get fairly hot and take 2 runs to fill the tank up to max(after cooling down) Also it has never restarted to keep the pressure up in the tank, when the air runs low you have to restart the compressor yourself via the pressure switch. thanks alot
Ben

Bill says...Hi Ben:
It sounds like a capacitor / motor starter or the motor itself issue. You need to get these checked out.
Cheers,
