Drain water from the air tanks

I recently purchased a used compressor, it works great but I can hear water in the tank, but nothing comes out when I open the drain. Could the drain be clogged, if so how do I clear the drain?

Yup, it sounds as though you've got tank debris blocking the compressor tank drain.

I can't see what type you have, but if you can't drive a stick or small nail up the drain hole to try and unplug the tank drain, then you'll have to pull the whole drain.

The symptom suggests its been a long, long time since the tank was drained, and that also suggests a high degree of corrosion inside the tank.

Before you start trying to stick something up the drain or to pull it, drain the air from the system.
