looks like it stuck open when motor turns off, closes when the motor turns on this creats a cycle that keeps the compressor on allof the time

If by drain valve you mean the unloader valve, commonly located next to, and operated by, the pressure switch, then you need to look at the pages on Check Valves which explains why a leaking unloader may not be an unloader valve problem at all.
