does'nt start up

i've replaced the pressure switch,cap,and the trip switch,there is power

What type of compressor, size / HP / voltage?

How do you turn it on, or do you just plug it in?

Drain the tank to zero, close the tank drain, and plug it in or turn it on. Anything? Any noise? Any response at all?
