gas compressor, motor does not idle down after psi is reached and regulator blow off air when psi is reached

If the gas motor doesn't idle down with cut out pressure is reached, you need to deal with a failing pressure switch / throttle assembly.

An air regulator should not be blowing off air (bleeding air) when the compressor high pressure cut out pressure level is reached. The regulator should not bleed air regardless of the upstream pressure level, unless that level causes a failure of some sort in the regulator. You don't indicate what pressure the cut out level is, but I suspect it's around 150 PSI, and the regulator should not bleed.

It should bleed air if there's a condition downstream from the regulator that causes a back spike of pressure that's higher than the regulator setting. That's why regulators bleed.

If this scenario isn't the case, try replacing the regulator.
