Craftsman made by Devillbiss - Turned on the switch and nothing

I just bought this second hand compressor. It is a Craftsman made by Devillbiss, 3hp, 230v, 2 stage. Not sure on tank size, doesn't say, but guess about 30 gallon.
The seller plugged it in, built up the pressure, and so I bought it.
Brought it home, wired a 230 receptacle, and plugged it in. Turned on the switch and nothing.
So I drained the air out thinking it would start when the pressure dropped down to a certain #. Nothing.
So, I got my tester out, and checked the electrical and found I have 230v to the motor.
The regulator works fine, turns on and off with the switch.
I removed the copper line from the compressor to the regulator to see if there is any blockage and found none.
So, if it has power to the motor, I don't see why it won't start. It worked perfect in the sellers garage.

Bob, I dunno, sometimes crap happens, and this could be one of the times. Somewhere in transit from A to B, the compressor lost a component.
Excellent troubleshooting, by the way.
Now, maybe pop over to the Troubleshooting page on this site (see under site map too) , and find the link to the capacitor info page. I suspect from what you have written that the start capacitor has shorted out or failed, and, that would prevent anything from happening, even if power is getting to the motor circuit.
