Compressor won't autofill when lower tank pressure is reached

Compressor runs fine in my garage, all modes. When I bring it outside, and plug it in the outside plug, I get issues, most likely highlighted by the slightly lower voltage. Compressor will not refill on it's own. \I can even tell when the oil gets colder, it will act up. I usually try to drain and refill the tank 3 times in a row when I'm going on the roof, to get the oil nice and warm. If I drop the pressure manually with the safety valve (below 20 psi), and switch it on, it will refill itself to 115psi. But it will not restart when the tank pressure reaches 90 psi (hums, hums, does not trip breaker, which is even scarier). I was about to look at replacing the start capacitor with a slightly larger one, but is there such a thing as a partially faulty unloader valve? This is a cheapy 2hp compressor, oil filled, 8 gallon tank.

When the compressor starts and runs, when it gets to cut out pressure and the motor stops, does the compressor unload?

If not, that could be the problem.

If it does unload, and there is no air trapped over the piston when it goes to start, and you having trouble starting the compressor up on the roof, look to the gage of your extension cord. It may not have enough capacity for the electricity the compressor needs to get going.
