compressor will not restart when pressure drops

This is a new 3 gallon compressure only used a few times.
On first startup it works fine and builds pressure to its set point with no problem.
When pressure drops to its lower set point, most times it attempts to start but just lugs on and of without starting.
If the pressure is drained back to almost zero it will restart and rebuild its pressure again. Any help would be appreciate as I lost the receipt and that means no warranty.

Bill says...Take a wander over to the Valve page, and click the link to the Unloader Valve information. Read that first.
Then, bleed the pressure to zero, close the drain valve, turn the compressor on, and make sure that when the compressor reaches cut out pressure level, that when it stops running, it unloads.
If it does not, that's your problem. If it does unload, add a comment to this thread telling me so, and I'll come up with plan B.
