compressor surges fast to slow then kicks out the breaker

i disconnected my air compressor its a emerald 5 hp motor from my old house and moved to a new house now i hooked it up and it starts fine but then starts to surge after 20 - 30 seconds and then blows the breake, when u shut off motor it does discharge air from the compressor heads that seems ok then i took a 3/4 motor just to see if it was the 5hp motor but the 3/4 hp motor does the same they both run good with no load
