compressor slow to build pressure, wont pump over 60 psi

I have a bostitch cap 2040p it takes a long time to build to 60 psi, will not go beyond that. if I shut off manually it seems to hold take pressure just fine

If the compressor is running normally, and the problem is that the air pressure in the tank won't surpass 60 PSI, then it's likely you have a valve leak or an internal gasket leak.

Is air puffing out the intake valve? If not, then for me that points to a gasket issue.
