Compressor runs until almost pressurized, then blows circuit

The compressor is used regularly in the same location, and the problem is recent. When the compressor is turned on, it runs for longer than usual, and it also seems to be running slower. After 30 seconds, it's still only at about 40 psi. Before it finally reaches pressure, it blows the circuit. We can even see the lights flicker during use.
We have tried different outlets, with same results.

It sounds to me like you've got a pressure switch problem.
The motor electrical supply runs through the switch, and if the points are worn (or in some case almost non-existant) then you haven't got a complete and proper circuit.
The blowing breaker may be caused by the switch as well. As the pressure increases to the cut-out level in the tank, the switch components are moving in response to that, and they may be encountering or creating a short to ground.
I'd change the pressure switch to see if that solves the problem.
