compressor runs all the time and pumps only 40 lbs no air leak is heard

Joe, could be a number of reasons why your air compressor runs but won't build pressure past a certain pressure level.

Maybe go to the TROUBLESHOOTING page and click the link to "will not build pressure". Have a look at the information, see if that helps, and if not, post here as a comment to tell me what you did or didn't find.
